“Network Centric Operations Industry Consortium Update” (NCOIC) Industry working together with our customers. See Presentation Approved for Public Release NCOIC December 17, 2007. SICoP has a cooperative agreement with the NCOIC, has access to the Members Only Kavi Repository (log-in required), and has made presentations at NCOIC Meetings and Conferences.

  • Purpose: NCOIC members are committed to working together to define the open standards, processes, methods, models & architectures that will accelerate and ensure secure, reliable interoperability.
  • Vision: Industry working together with our customers to provide a network centric environment where all classes of information systems interoperate by integrating existing and emerging open standards into a common evolving global framework that employs a common set of principles and processes.
  • Mission: Our mission is to facilitate global realization of the benefit inherent in Network Centric Operations. To that end, we seek to enable continuously increasing levels of interoperability across the spectrum of joint, interagency, intergovermental, and multinational industrial and commercial operations. We will execute this mission in good faith as a global organization with membership open to all enterprises in quest of applying the vast potential of network centric technology to the operational challenges faced by our nations and their citizens.

NCOIC Definiton of Interoperability:

  • (NATO and DOD): The ability of systems, units, or forces to provide services to and accept services from other systems, units, or forces and to use the services so exchanged to enable them to operate effectively together.
  • (DOD only): The condition achieved among communications-electronics systems or items of communications-electronics equipment when information or services can be exchanged directly and satisfactorily between them and/or their users. The degree of interoperability and its purpose(s) should be defined when referring to interoperability among specific sets of systems, presumably interconnected with each other through a network. See also the LISI model.

SICoP Participates in the following NCOIC Activities and is Working on Semantic Interoperability and Integration Across Them:

  • Stakeholder Outreach WG: Robert Marcus, Group Chair
  • Lexicon: The NCOIC Lexicon defines terms and expressions that are relevant to texts published by the NCOIC.
    • This material is offered for dynamic debate, discussion and additional submissions in this online wiki. Maintain online Wiki for collection of new items and review of items, and periodically publish a document containing a consensus “snapshot” of the Lexicon content. Currently 192 terms.
  • Systems, Capabilities, Operations, Programs and Enterprises (SCOPE): The SCOPE Model characterizes interoperability aspects across dissimilar systems (e.g. Communications, Information Assurance, Quality-of-Service, etc.).
    • NCOIC announces the delivery of a major net-centric assessment tool. This model can be used as a descriptive or a prescriptive tool to assess the qualities of a set of capabilities as they currently exist (“as-is”), or to define the objectives for a set of capabilities to be built or evolved in the future (“to-be”). Applications of the model are complementary, as both a descriptive assessment and a prescriptive goal-setting help to determine critical gaps or shortfalls. The SCOPE Model for Interoperability Assessment is currently in the final stages of NCOIC of approval among the members of the Technical Council of the organization. Once the consensus on the document has been ratified, the document will be published at this link.
      • NCOIC Message to SICoP: Thanks for the endorsement and for your participation in the SCOPE WG. We look forward to your support on the Practitioners Guide.
  • Semantic Interoperability (SIF) Framework WG (SIF): The mutually consistent interpretation of shared knowledge between networked entities consistent with a semantic model in a defined context. The NCOIC will use framework in two ways depending on the context:
    • A logical structure for classifying and organizing complex information.
    • Specifically in software development, a framework is the software environment tailored to the needs of a specific domain. Frameworks include a collection of software components that programmers use to build applications for the domain the framework addresses. Frameworks can contain specialized APIs, services, and tools, which reduce the knowledge a user or programmer needs to accomplish a specific task.
    • A proposal for the near term 2008 plan for the SIF Working group and collaboration with the FFT initiative. The informatin sharing focus is most related to their current charter and work.
    • Friendly Forces Tracking (FFT) Initiative - resulting in at least one NCOIC Information Sharing Pattern

  • SICoP is also tracking the following NCOIC activities:
    • Net Enabled Emergency Response (NEER) Integrated Project Team (IPT)

New focus of the NCOIC is the development of Network Centric Patterns (NCPs) which provide guidance for enabling specific sets of NCO capabilities and for mitigating interoperability problems. They have the interesting characteristics of providing guidance in the form of "incremental architecture structures based on standards" that can be applied to a target Network Centric architecture. Currently members of the NCOIC are developing many NCPs focused on different Network Centric capability and technical domains, from Asset Allocation Planning to Friendly Force Tracking Interoperability.
